10yo daughter got #16382 (seems to be the exact same as 16381 and 16380 except for the replaceable covers). Noticed the online documentation dated 2006 (PDF created 04/12/2007) did not apply to our model, as the mode abbreviations were different. We did receive an included manual in the package which was dated 2007 and accurately describes the mode actions.
I figured I'd add my experiences below for those that received one of these in lieu of a lump of coal. Should you be shopping for a $20 camera for a child, shame on you, but you'll get what you pay for here. No flash, no preview screen, viewfinder is way off, confusing interface, (as seen above and likely below) poor software, and $20 quality suitable only for very well lit (outdoor) scenes.
Our environment is XP Home with a non-administrator account for my daughter. Installation was required through the administrator account (not unusual) but I also noticed it would not read the pictures from the camera unless the photo software was run as the administrator (either logging in or "Run As" from context menu). Occasionally the "marscamv.exe" process would hang, which seems to be responsible for downloading the images, and could not be forced to terminate without a reboot.
Since this model does not appear to have a microphone, I'm stumped why it always asks to "Automatically add the voice memos to the corresponding photo" but the transfer process was more stable with this option un-checked. Leave it on and expect marscamv.exe to hang (doesn't redraw it's portion on the screen).
The driver does not permit file-mode access to the camera (via a drive letter, for instance) and the native OS "Get pictures" is insufficient. Clicking on the camera device in explorer enables the web-cam mode. I cannot see how this could be used for an indoor web cam without a few 200 watt halogens melting the faces of the people it's supposed to be filming.
Rather than post the descriptions of the mode abbreviations and usage for our version, I would encourage you to contact the manufacturer and BBB to resolve any issues of missing documentation or usability problems. Hopefully they'll do better in the future.

We bought the 16382-TA for our 6 year old; it crashed (blue screened) our Windows XP Pro 64bit machine when downloading pictures. We didn't even get what we paid for :<
