I want to make a 60 second picture setting to my Cybershot... how can i acheive this?

It really depends on which Cyber-shot you have.
Here is some general tips to maximize your exposure time and for photographing the stars.
1. Set ISO to to 100.
2. Set exposure compensation to max (e.g. +2).
3. Turn off flash.
4. Switch to "Twilight" mode.
5. Set focus to infinity (or "Landscape" mode, if focus is not independently adjustable).
