Best Frame Capture

Got a FujiFilm FinePix HS10. One of the burst modes is called "Best Frame Capture". The manual explains this function as 'Each time you press the shutter button all the way down, the camera records pictures, "bracketing" the moment when the shutter button was pressed.'

I don't quite understand what that means. And how is this mode different from the "TOP 7 (RAW 6)" burst mode?
